I received this letter and knew right away it was a scam, I already filed paperwork for the non-profit parent org I belong to so I knew they were full of it with the scare tactic to pay up $195 or face "penalties". I have filed a complaint with the California Department of Justice Attorney General, and encourage anyone else to do the same. Amazing to me is the fact that there are people out there who spend more time trying to make easy money the wrong way, I guess they have no other talent besides being unscrupulous. I give them one star for posing as a State Official.
