I hired Steven to replace windows in an apartment. He asked me to give him $500 to buy some of the hardware, which I did. Time passed and nothing happened. Finally after talking to him some months later he told me his parents were ill and he would do the work when the situation got better. At other times my tenant talked with him and he indicated he would be doing the work soon. Nothing happened. I have tried to contact him many times but never heard from him. I finally hired someone else to do the work and I am still out the $500.
